The RolePosition Title : HSE Engineer
Location and Department : KL Office and Operations Division
Position line reports to : HSE Advisor

Responsibilities

To plan, organize and monitor activities to support the implementation of HSE Risk Assessment, HSE Assurance and Compliance to Legal Requirement with a view to ensuring the conduct of Company’s operation, including contractors, conform to the Policy on Health, Safety and Environment.

Implementation of HEMP and tracking of action items required to control Hazards

• Organise training to train all staff on HEMP and preparation of HER.
• Lead preparation of HER for all HSE critical activities
• Review & update HER in HSE Case
• Organise & plan continuous program for refresher of Bow-Tie tool.

Implementation of HSE Audits and tracking of audit findings

• Initiate HSE related audits
• Track all audit findings and recommend initiatives to close action items.
• Update HSE audit database and flash out outstanding audit action items

Compliance to Legal Requirement, Industry Codes, Standards and Practices

• Inventorise all Legal Requirement, Industry Codes & Standards affecting the operation
of the Company. (OSHA, EQA, IMO, SOLAS, ABS…)
• Publish non-compliance and propose measures to comply.

HSE Certification – ISM, OHSAS, ISO

• ISM - Set up team to drive and follow through the certification exercise.
• Lead the certification to meet OHSAS & ISO.
• Organise and plan trainings to meet certifications.

Implementation of Emergency Response & Crisis Management

• Monitor the effectiveness of emergency drills, offshore.
• Monitor the effectiveness of onshore ERT team in responding to emergencies.
• Organize major/table top exercise for onshore ERT team.
• Inventorise all emergency response equipment used offshore and update status of maintenance/inspection.

Skills And Qualifications• Recognized Degree/Diploma in Engineering
• Possess Competency Certificate in HSE from recognized institution is an added advantage
• At least 5 years working experience in oil, gas or petrochemical industries of which minimum 2 years’ experience is related to HSE function offshore.
• Field experience is an added advantage
• Must have good written and verbal communication skills in both English and BM with good interpersonal skills
• Good communication skill to promote plans, ideas, influence and motivates others
• Possess drive and resilience and able to function with limited resources.
• Good team player and excellent networking.
• Have experience in dealing with authorities (DOSH, DOE, AELB).
• Knowledge on HSE Acts, Codes & Standards
• Good knowledge and skills in usage of Microsoft Software
